Maintains and reserves lottery revenues available to benefit public purposes during the biennium beginning July 1, 2025, in the Administrative Services Economic Development Fund. Allocates moneys from the fund for the biennium beginning July 1, 2025. Directs the Oregon Department of Administrative Services to establish a process for quarterly allocations of moneys from the Administrative Services Economic Development Fund and the Veterans' Services Fund. Allocates moneys from the Veterans' Services Fund for the biennium beginning July 1, 2025. Directs the distribution of moneys from the Criminal Fine Account. Directs the Department of Revenue to establish a process for the distributions. Directs the distribution of moneys from the Oregon Marijuana Account. Directs the distribution of moneys from the Fund for Student Success. Requires the Oregon Department of Administrative Services to transfer certain amounts from the Tobacco Settlement Funds Account for certain purposes. Declares an emergency, effective [July 1, 2025] on passage.
