Relating to state education governance; declaring an emergency.

Abstract

] [Transfers certain duties, functions and powers related to teaching, administrative and personnel licensure from the Teacher Standards and Practices Commission to the Department of Education. Retains commission duties, functions and powers related to licensure standards and licensee discipline.] [Directs the Department of Education to establish the Educator Advancement Council.] Transfers from the Teacher Standards and Practices Commission to the Department of Education certain duties, functions and powers related to teaching, administrative and personnel licensure and investigation, school nurse certification and investigation and public charter school teacher and administrator registration and investigation. Retains with the commission duties, functions and powers related to licensure standards, licensee discipline and rulemaking. Declares an emergency, effective on passage.
