Relating to highways; prescribing an effective date.

Abstract

Directs the Department of Transportation to create a corridor plan to reduce traffic on Interstate 5 and Interstate 205 between Portland and Vancouver, Washington. Directs the department to also develop a financing plan to implement the mitigation measures without imposing tolls. Takes effect on the 91st day following adjournment sine die.
