Appropriates moneys from the General Fund to the Higher Education Coordinating Commission for distribution to the [Oregon Campus Resilience Consortium] University of Oregon's Institute for Resilient Organizations, Communities, and Environments for the purpose of implementing emergency response, continuity and recovery initiatives at post-secondary educational institutions in this state. Declares an emergency, effective July 1, 2025.
