Relating to traffic offenses; declaring an emergency.

Abstract

Authorizes a driver improvement course as an alternative to conviction of a traffic violation for a person 18 years of age or less whose driving record shows no prior convictions of traffic offenses. Provides exception if person has already taken a driver improvement course. Directs the Department of Transportation to establish standards for the driver improvement courses and maintain a routinely updated list of providers. [Takes effect on the 91st day following adjournment sine die.] Declares an emergency, effective on passage.
