Removes the shared responsibility model by which a qualified student, the student's family, the federal government and the state share the cost of education for the student. Directs the Higher Education Coordinating Commission to award grants to qualified students to assist with the students' cost of education. Establishes the bases for the commission's determination of grant amounts.
