] [Permits certain public universities in this state to increase tuition and fees without the approval of the Higher Education Coordinating Commission.] Permits the governing boards of certain universities in this state to establish a tuition rate for certain qualifying students participating in a program developed by the boards for cooperation in higher education and economic development with certain countries in East Asia. Requires the rate of tuition to be a specified amount. Permits the boards to establish fees for services used by the students and the requirements for a student to be qualified. Declares an emergency, effective on passage.
