Repeals provisions limiting brassica production in the Willamette Valley Protected District. Authorizes the State Department of Agriculture to establish a system for registering brassica seed crop. Requires brassica producers to maintain isolation distances between fields of brassica seed crop in the Willamette Valley Protected District, with certain exceptions. Declares an emergency, effective on passage.
