Relating to higher education affordability; declaring an emergency.

Abstract

Digest: The Act provides funds for programs to make college more affordable. (Flesch Readability Score: 64.9). [Appropriates moneys to the Higher Education Coordinating Commission for the purpose of carrying out Oregon's Open Educational Resources (OER) Program.] [Appropriates moneys to the Higher Education Coordinating Commission for the purpose of the establishment and awarding of grants for basic needs programming at public institutions of higher education.] Directs the Higher Education Coordinating Commission to administer a grant program to fund basic needs programming. Appropriates moneys to the commission to establish the program and award grants for basic needs programming. Declares an emergency, effective on passage.
