Establishes Task Force on Offshore Wind. Directs task force to study how state may support development of offshore wind energy generation and transmission. Directs task force to submit findings to interim committees of Legislative Assembly related to energy and economic development no later than September 15, 2023. Appropriates moneys from General Fund to State Department of Energy for purpose of carrying out duties of task force. Declares emergency, effect on passage.
