Exempts repair or replacement of artificial obstruction smaller than 15 feet across from fish passage mandates. Exempts dam that provides hydropower, drinking water or irrigation water from fish passage mandates under certain circumstances. Removes requirement that State Fish and Wildlife Commission review exemptions from fish passage mandates. Removes requirement that certain commission determinations be submitted to Federal Energy Regulatory Commission.
