Establishes "Bella's law" relating to spaying and neutering procedures performed by veterinarians

Abstract

Requires cats and dogs who are neutered or spayed by a veterinarian to be held for twenty-four hours after the procedure to monitor for adverse effects and to undergo a follow-up exam within twenty-four hours after such procedure by a duly licensed veterinarian.
