Provides that each general hospital and nursing home licensed pursuant to the provisions of this article which offers clinical placements for registered professional nurses, licensed practical nurses, nurse practitioners or certified nurse specialists may not charge any fee for such clinical placement either to the student, or to the institution, for any costs it incurs in hosting such clinical hours; makes related provisions.
