A concurrent resolution directing the Legislative Management to consider studying the desirability and feasibility of North Dakota becoming more self-sufficient and less dependent on the federal government, including studying the usefulness of a comprehensive state management process to assess the immediacy, severity, and probability of risks from any reduction of federal funds to the state, and how the state will marshal its human and capital resources to prioritize and provide the most essential government services.
