Propose to amend Sections 110 and 111 of the Constitution of Kentucky to require the Court of Appeals and the Supreme Court to render a decision within ninety days from the day of the final hearing for a case over which the court exercises judicial review; ballot language included; submit to voters for ratification or rejection.
