Abstract

Clarifies various wetland definitions. Eliminates certain wetland rulemaking requirements. Provides that certain wetland activity requires state authorization. Clarifies the compensatory mitigation that must be offered to offset certain wetland activity. Makes conforming changes and technical corrections.
