Requires the department to determine how to inform persons of the need for a permit to perform certain work related to ground water withdrawal and to undertake certain activities related to streamlining the permitting process. Provides that the law governing ground water rights does not supersede or affect the Great Lakes - St. Lawrence River Basin Water Resources Compact or related law, rules, duties, actions, immunities, or obligations.
