Repeals the prohibition of local units from establishing, mandating, or requiring certain employee benefits. Allows for local units to maintain a higher minimum wage rate than the state's minimum wage. After December 31, 2021, increases the minimum wage paid to certain employees from $7.25 per hour to $10 per hour, then annually increases the minimum wage in $1 increments to $15 per hour through January 1, 2027.
