Drug scheduling.

Abstract

Adds new scheduled drugs (including emergency scheduled drugs) to the statutory drug schedules. Defines "isomer". Defines "narcotic" to include opium esters, ethers, and salts of isomers, esters, and ethers. Makes other changes and conforming amendments. Makes a technical correction.
