Finance-Library Support

Abstract

Amends the State Finance Act. Creates the Public Library Support Fund. Provides that, within 30 days after the first day of the each fiscal year, the Secretary of State shall direct the State Comptroller to transfer from the General Revenue Fund to the Public Library Support Fund an amount equal to $20 multiplied by the number of residents of each public library district in the State in which at least 30% of the residents report a household income at or below the federal poverty level. Provides that the Secretary of State shall use moneys in the Fund to make grants to those public library districts. Provides that no public library district may receive more than $20 per resident of that district from the Fund in any State fiscal year. Effective immediately.
