Amends the Quad Cities Regional Economic Development Authority Act, approved September 22, 1987. Provides that the territory of the Quad Cities Regional Economic Development Authority shall also include Jo Daviess, Carroll, Whiteside, and Stephenson Counties. Provides for the appointment of additional members to the Board of the Authority. Provides that the additional members shall be appointed by the county board chairpersons of Jo Daviess, Carroll, Whiteside, and Stephenson Counties. Repeals the Quad Cities Regional Economic Development Authority Act, certified December 30, 1987. Effective immediately.
