Amends the School Code. Provides that of the 4 days annually that a regional superintendent may arrange for or conduct district, regional, or county institutes, 2 days may be used as a teacher's and educational support personnel workshop (instead of just a teacher's workshop). Provides that the days in any school year spent by educational support personnel during the term time spent in attendance upon a teachers' institute shall be considered time expended in the service of the school district and no deduction of wages shall be made for such attendance. Allows a school board to make a pro-rata deduction from the salary of any educational support personnel who fail or refuse to attend the teachers' institute.
