Creates the Design-Build for Highway Construction Act. Allows the Department of Transportation to use the design-build delivery method for public projects if it is shown to be in the State's best interests. Requires the Department to prepare a request for qualifications and a request for proposal for each project. Requires the Department to issue a notice of intent to receive requests for qualifications or proposals. Provides for requirements for qualifications and proposals. Provides for a committee to evaluate and select the design-build entity. Provides procedures for the selection of the design-build entity. Amends the Illinois Procurement Code and the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act to make them subject to the Design-Build for Highway Construction Act. Effective immediately.
