Makes appropriations to the Department of Human Services for fiscal year beginning July 1, 2011, as follows: Child Care Assistance Program - $711,400,000; Grants Associated with Child Care Services, Including Operation, Administrative and Prior year costs - $189,500,000; Effective July 1, 2011.
