Amends the School Code. With respect to the issuance of substitute teacher's certificates, provides that a person who holds a bachelor of arts degree from an institution of higher learning accredited by the North Central Association or other comparable regional accrediting association or has been graduated from a recognized institution of higher learning with a bachelor's degree must also complete a 15-hour substitute authorization program approved by the State Board of Education. Sets forth required components of the program.
