Establishes and, in some cases, changes minimum qualifications for Inspectors General of the Auditor General, Secretary of State, Department of Children and Family Services, Department of Human Services, local boards of education, the Chicago Public Schools, the Department of Healthcare and Family Services, and the Toll Highway Authority. Effective immediately.
