Amends the Counties Code. Provides that any county may opt out of any tax increase imposed under certain provisions of the Regional Transportation Authority Act, as amended by P.A. 95-708, that are to be used by the county as provided in that Act. Exempts taxes that are pledged to repay bonds or other long-term debt. Effective immediately.
