Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of U.S. Air Force license plates to Illinois residents who meet eligibility requirements to be prescribed by the Secretary of State. Provides that an applicant shall be charged an additional fee of $20 at original issuance and renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $5 of the original issuance fee and $18 of the renewal fee shall be deposited into the Octave Chanute Aerospace Heritage Fund. Creates the Octave Chanute Aerospace Heritage Fund as a special fund in the State treasury. Provides that money in the Octave Chanute Aerospace Heritage Fund shall be paid as grants to the Octave Chanute Aerospace Heritage Foundation of Illinois for operational and program expenses of the Chanute Air Museum. Effective immediately.
