Amends the State Comptroller Act. Provides that the Comptroller shall not draw a warrant on the treasury for an amount that is less than $5, unless the person owed the funds makes a request, in writing, to the Office of the State Comptroller that the Comptroller draw the warrant. Provides that the Comptroller shall adopt rules to implement the requirement. Effective immediately.
