Amends the Illinois Income Tax Act. Provides that a taxpayer conducting a trade or business in an enterprise zone or a High Impact Business designated by the Department of Commerce and Economic Opportunity or, for taxable years ending on or after December 31, 2006, in a River Edge Redevelopment Zone conducting a trade or business in a federally designated Foreign Trade Zone or Sub-Zone shall be allowed a credit in the amount of (i) $1,000 per eligible employee hired to work in the zone during taxable years ending after December 31, 2009 and ending on or before December 31, 2012 and (ii) $500 per eligible employee hired to work in the zone during taxable years ending after December 31, 2012 (now $500 per eligible employee in each taxable year). Effective immediately.
