Amends the Good Samaritan Act. Provides that any person, who is not an emergency responder, who in good faith provides care or assistance at the scene of an emergency without fee or compensation to any person shall not, as a result of his or her act or omissions, except willful and wanton misconduct on the part of the person in providing the care or assistance, be liable to a person to whom such care or assistance is provided for civil damages. Effective immediately.
