Amends the Counties Code. Provides that a $2 charge imposed by the county clerk in a first or second class county for certified copies of vital records may be used to develop, maintain, and improve technology in the office of the County Clerk (instead of defraying the cost of converting and maintaining the county clerk's document storage system for vital records).
