Consumer Fraud-Debit Card Hold

Abstract

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person who sells motor fuel at retail to a consumer by means of a transaction in which the consumer enters a credit card or debit card into a card reader that is located in or near the motor fuel dispensing device must release, at the time the transaction is complete, the amount of any preauthorization hold that is in excess of the amount of the transaction, and that a violation constitutes an unlawful practice under the Act.
