Utilities-Overcharge Refunds

Abstract

Amends the Public Utilities Act. Provides that a public utility that overcharges a residential customer $500 or more, based on estimated meter reading, in any given billing period, including, but not limited to, monthly, bi-monthly, and semi-annual billing, must refund the overcharge, plus 5% interest, to the customer within 30 days after that billing period. Effective immediately.
