Cannabis Control-Penalties

Abstract

Amends the Cannabis Control Act. Provides that a person who knowingly manufactures, delivers, or possesses with intent to deliver, or manufacture more than 10,000 grams of any substance containing cannabis is guilty of a Class X felony for which the person shall be sentenced to a term of imprisonment of not less than 9 years and not more than 40 years (rather than a Class X felony penalty).
