Solid Waste-School Recycling

Abstract

Amends the Illinois Solid Waste Management Act. Provides that school districts in the State shall periodically review their procurement procedures and specifications related to the purchase of products or supplies with the objectives of (1) seeking out products and supplies that contain recycled materials and (2) ensuring that purchased products or supplies are reusable, durable, or made from recycled materials if economically and practically feasible. Provides that public schools shall give preference to products and supplies containing the highest amount of recycled material. Sets forth benchmarks for the public school recycling program through the year 2020. Sets forth recovered material content guidelines for recycled paper. Requires each school board in the State to develop a comprehensive waste reduction plan by July 1, 2010 covering a period of 15 years that addresses the management of solid waste generated by academic, administrative, and other institutional functions. Provides that the comprehensive waste reduction plans shall be updated every 5 years. Provides that each comprehensive waste reduction plan shall provide for recycling of marketable materials present in the school district's waste stream and shall provide for the investigation of potential markets for other recyclable materials present in the school district's waste stream.
