Amends the Environmental Protection Act. Provides that a site or the portion of a site that stores non-putruscible solid waste in containers for 10 calendar days or less for temporary storage and consolidation provided such waste is further transferred to a recycling, disposal, treatment, or storage facility on a non-contiguous site is not a "pollution control facility" under the Act.
