Human Rights Special Fund

Abstract

Amends the Illinois Human Rights Act. Provides that, when a person files an "Employer Report Form" (PC-1) with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that the fees shall be paid into the Department of Human Rights Special Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used solely to fund the Department of Human Rights Compliance Division's public contractor compliance monitoring program, State agency affirmative action mandates via the Compliance Division's liaison unit, and other Department programs and activities. Effective January 1, 2008.
