Amends the Illinois Public Aid Code. In provisions concerning education, training, and employment programs for TANF recipients, provides that, subject to a specific appropriation for this purpose, the Department of Human Services shall create a tiered-reimbursement rate system for child care providers. Provides that the purpose of this tiered-reimbursement rate system is to establish a set of performance standards that help children grow and learn. Directs the Department to convene a working committee of its standing Child Development Advisory Council to create the tiered-reimbursement rate system. Effective immediately.
