Amends the Drycleaner Environmental Response Trust Fund Act. Provides that "green solvent" or "green drycleaning solvent" includes Rynex, GreenEarth, and CO2 and C10-C13 isoparaffin hydrocarbon solvents. Provides for varied annual license fees based on the amount of green solvents purchased annually for specified drycleaning facilities. Provides that, on and after January 1, 2004, no tax is imposed with respect to the use of green solvents. Effective January 1, 2004.
