Amends the Illinois Highway Code. Provides that any agency or instrumentality of the State of Illinois may seek recovery for the cost of the repair or replacement of damaged or destroyed roadway property, including road safety equipment and emergency equipment, and related emergency service charges. Provides that depreciation may not be used as a factor in determining the cost of the damaged or destroyed roadway property for which recovery is sought. Effective immediately.
