Amends the Criminal Code of 1961. Creates the offense of use of a dangerous place for the commission of a controlled substance or cannabis offense. Provides that a person commits the offense if: (i) the person knowingly exercises control over a place with the intent to commit a specified controlled substance or cannabis offense and (ii) the place presents a substantial risk of injury from fire, explosion, or exposure to toxic or noxious chemicals or gas or the place contains or is surrounded by devices, chemicals, or explosives in a manner creating a substantial risk of great bodily harm. Provides that violation is a Class 1 felony.
