Allows a territory, incorporated town, city, village, or city under special charter that is seeking to incorporate as any form of municipality to adopt a minority representation plan (now, only applies to a territory, village, incorporated town, or city under special charter that proposes to be incorporated as a city). Contains provisions concerning representation by aldermen or board members and staggered elections for any form of municipality under a minority representation plan. Makes other changes.
