Creates the Fictitious Higher Education Degree Act. Provides that if a resident of this State applies for a higher education degree through the Internet and the institution offering the degree has not been approved by the Board of Higher Education as an institution that may award a higher education degree through the Internet, then the degree must contain a statement that the institution has not been approved by the Board of Higher Education as an institution that may award a higher education degree. Effective immediately.
