Amends the Illinois Vehicle Code provision regarding when lighted lamps are required. Provides that it is a violation of the provision to install or to leave in place a tinted covering, other than the authorized red, white, yellow, amber, or clear covering, over any head lamp or tail lamp of any vehicle.
