Amends the Election Code, the General Assembly Compensation Act, and the Legislative Commission Reorganization Act of 1984. Prohibits a General Assembly member from using his or her office allowance to pay for the printing or distribution of a constituent newsletter from the September 1 before a general election until the day after that general election. Prohibits the Legislative Printing Unit from printing a member's constituent newsletter during that time. Prohibits a General Assembly member from distributing during that period a constituent newsletter printed at any time by the Legislative Printing Unit. Makes violation of these provisions by a General Assembly member who is a candidate a violation of the campaign finance Article of the Election Code.
