Util Consumer Impact Note Act

Abstract

Creates the Utility Consumer Impact Note Act. Provides that every bill that amends the Public Utilities Act and every proposed rule of an agency, the purpose or effect of which is to directly increase or decrease the retail or wholesale price of utility products or services, impact on the quality of the service of any public utility, or impact jobs in the utility industry shall have prepared for it a utility consumer impact note, which shall include a reliable estimate of the anticipated impact.
