Amends the Illinois Act on the Aging. Creates the Illinois Long-Term Care Council. Requires the Department on Aging to maintain and operate the Long-Term Care Council. Contains provisions concerning the maintenance and operation of the Council. Provides that each area agency on aging, regional long-term care ombudsman program, and provider agency has certain responsibilities regarding the Council. Enumerates the powers and duties of the Council. Provides that the Council shall be composed of 16 voting members, 3 non-voting members from facilities, and State agency non-voting members. Contains provisions concerning the appointment of members to the Council. Provides that the Council shall meet at least 3 times per calendar year. Provides qualifications for voting members. Provides that (i) at least 2 voting members must be current or former residents of long-term care facilities or the family member of a current or former resident of a long-term care facility and (ii) at least 2 voting members must represent current or former long-term care resident councils or family councils. Contains provisions concerning representation of consumer and general public members of the council. Provides that there shall be 2 types of non-voting council members: long-term care facility members and State agency members. Provides that the non-voting facility members shall be long-term care facility employees or consultants as follows: one each from a for-profit facility, a not-for-profit facility, and a county facility. Provides that non-voting State agency members shall be representatives from certain State agencies. Provides that a representative of long-term care facility employees and a representative of Equip for Equality must also be included as non-voting members. Effective immediately.
