Creates the Uniform Child-Custody Jurisdiction and Enforcement Act. Sets forth standards for child-custody jurisdiction determinations. Creates a process for the enforcement of interstate child-custody and visitation determinations. Repeals the Uniform Child Custody Jurisdiction Act (UCCJA). Amends the Illinois Public Aid Code, the Intergovernmental Missing Child Recovery Act of 1984, the Criminal Code of 1961, the Code of Criminal Procedure of 1963, the Illinois Marriage and Dissolution of Marriage Act, and the Illinois Domestic Violence Act of 1986 by making changes to conform to the creation of the new Act and the repeal of the old Act. Effective January 1, 2004.
