Amends the Illinois Emergency Management Agency Act. Authorizes the Illinois Emergency Management Agency and office of Homeland Security to adopt rules for the implementation of its State-funded grant programs. Senate Committee Amendment No. 1 Changes a provision regarding allowing the Illinois Emergency Management Agency and Office of Homeland Security to adopt rules. Provides that the Agency shall do all things necessary, incidental, or appropriate for the implementation of the Act, including the adoption of rules (rather than only adopt rules for the implementation of its State-funded grant programs).
